Moshe Dela Cruz, Budget and Operations Analyst

Moshe Dela Cruz is a skilled Budget and Operations Analyst with a strong background in budget development, fiscal analysis, and operations management. Currently serving as the Budget and Operations Analyst at the California Commission on Asian and Pacific Islander American Affairs (CAPIAA), Moshe works under the general direction of the Executive Director to oversee the commission’s budgeting, planning, and operational processes. He is responsible for developing CAPIAA’s budget, analyzing spending patterns, and optimizing fund allocations to ensure efficiency and alignment with organizational goals. His role includes reviewing budget requests, managing contracts, and overseeing vendor agreements.

With extensive experience in government and private sectors, Moshe has demonstrated expertise in preparing multi-funded budgets, analyzing expenditure data, and optimizing internal processes. He has successfully held roles at CalRecycle, where he managed programmatic budgets and fiscal approvals, and at Insightsoftware, where he maintained equity administration databases and improved operational workflows. Moshe’s analytical acumen, operational efficiency, and leadership skills make him instrumental in supporting CAPIAA’s mission through effective financial and administrative oversight.

A graduate of California State University, Sacramento, with a Bachelor’s degree in Economics, Moshe also brings technical proficiency in Microsoft Excel and data visualization, further enhancing his capacity to deliver impactful insights and streamlined operations.
