David Yee

Yee Xiong, Manager of Communications and External Affairs  

Yee Xiong serves as the Manager of Communications & External Affairs on the California Commission on Asian & Pacific Islander American Affairs (CAPIAA).  

In 2022, she was named among the top 40 Asian American Pacific Islander political operatives and public affairs professionals in the United States for her work in increasing representation and participation of marginalized communities in public service in all levels of government. 

Prior to joining CAPIAA, Yee served as the Director of Operations & Communications in the Office of Sacramento Councilmember Katie Valenzuela, led impactful initiatives for the League of California Cities API, LGBTQ, and Women’s Caucuses, facilitated the Asian Pacific Islander Legislative Staff Academy for the California Asian Pacific Islander Legislative Caucus Institute, and led the APIs Mobilize Youth Leadership Programs. 

Yee has over a decade of experience in nonprofit and program management, organizational leadership, communications, and building racial coalitions. Her roots in public service stems from her father’s role as a revered peacemaker in the Hmong community and her fight for justice as a sexual assault survivor. Yee earned her bachelors degree in Asian American Studies from the University of California, Davis.
