Request for Information: AANHPI Serving Institutions Pilot Program

The California Commission on Asian and Pacific Islander American Affairs (CAPIAA) has released Request for Information (RFI) 2026-01 for the proposed AANHPI Serving Institutions Pilot Program. Through this RFI, CAPIAA is seeking input from qualified higher education institutions, eligible private organizations, community-based partners, and other interested respondents with experience supporting Asian American, Native Hawaiian, and Pacific Islander (AANHPI) students and communities.
The purpose of this RFI is to help CAPIAA better understand available service models, implementation approaches, operational structures, and estimated costs that could inform a future solicitation. CAPIAA is especially interested in culturally responsive and equity-centered strategies that support AANHPI learners, including Native Hawaiian and Pacific Islander, Southeast Asian, Southwest Asian and North African, immigrant, refugee, first-generation, and linguistically diverse communities.
Areas of interest include disaggregated data practices, cohort-based student support, career development and workforce services, academic tutoring, mental health and wellness programming, campus climate and belonging assessments, institutional capacity-building, family and community engagement, and culturally responsive curriculum and pedagogy. Responses will be used for informational and planning purposes only and will not be evaluated as competitive bids.
Respondents must submit one electronic copy of their RFI response by email to info@capiaa.ca.gov, as listed in the Department Contact section. The email subject line should read: RFI - AANHPI Serving Institutions Pilot Program. The deadline to submit responses is September 7, 2026, and respondent questions are due by August 14, 2026.
